چکیده
هدف: هوش مصنوعی به عنوان محصول برجسته عصر دانش، منجر به بروز یک رقابت بین‌المللی جدید میان دولت‌های ملی شده است. این رقابت نه همچون گذشته بر محور سرزمین یا منابع طبیعی، بلکه بر رایانه‌های مجهز به هوش مصنوعی استوار می‌باشد. می‌توان گفت هوش مصنوعی، توانایی تغییرات بنیادین در روابط بین‌الملل را دارد. در این راستا، این پژوهش، ضمن بررسی حوزة رقابت میان دولت‌ها در این عرصه، مهم‌ترین فرصت‌ها و تهدیدهای ناشی از هوش مصنوعی در سیاست داخلی و بین‌المللی را مورد پرسش قرار می‌دهد. اهمیت بررسی جوانب تأثیرات هوش مصنوعی بر جنبه‌های مختلف روابط بین‌الملل از این جهت حائز اهمیت است که جمهوری اسلامی ایران از دیرباز، همواره در میان سی کشور فعّال در حوزة هوش مصنوعی بوده است.
روش پژوهش: با بهره‌گیری از رویکرد کیفی و روش کتابخانه‌ای-اسنادی، این پژوهش انجام شده است. این رویکرد امکان تحلیل عمیق اسناد و منابع موجود در زمینة تأثیرات هوش مصنوعی بر روابط بین‌الملل و سیاست داخلی را فراهم می‌سازد.
یافته‌ها: نتایج بررسی نشان می‌دهد به موازات برخی فرصت‌های بی‌نظیر، هوش مصنوعی فی‌نفسه تهدیدزا نیست، اما از این منظر که در اختیار چه فرد یا دولتی قرار دارد، می‌تواند خطرآفرین نیز باشد.
نتیجه‌گیری: بر این اساس، می‌توان نتیجه گرفت که هوش مصنوعی به‌عنوان یکی از ارکان اصلی رقابت بین‌المللی در عصر حاضر، هم فرصت‌های بی‌نظیری برای ارتقای جایگاه دولت‌ها فراهم می‌آورد و هم به سبب وابستگی به نیت و ارادة بهره‌برداران، می‌تواند به تهدیدی جدی بدل گردد؛ لذا سیاست‌گذاری راهبردی و اخلاق‌محور در این حوزه، ضرورتی اجتناب‌ناپذیر برای جمهوری اسلامی ایران است.

چکیده English

Objective: Artificial intelligence, as the prominent product of the knowledge era, has given rise to a new international competition among nation states. This competition is no longer centered, as in the past, on territory or natural resources, but rather on computers equipped with artificial intelligence. It may be stated that artificial intelligence possesses the capacity to bring about fundamental transformations in international relations. In this regard, the present study, while examining the domain of competition among states in this arena, interrogates the most significant opportunities and threats arising from artificial intelligence in domestic and international politics. The significance of examining the various dimensions of artificial intelligence's impacts on different aspects of international relations is underscored by the fact that the Islamic Republic of Iran has long been among the thirty active countries in the field of artificial intelligence.
Method: This study was conducted employing a qualitative approach and the library documentary method. This approach facilitates an in depth analysis of existing documents and sources concerning the impacts of artificial intelligence on international relations and domestic politics.
Results: The results of the investigation indicate that, alongside certain unparalleled opportunities, artificial intelligence is not inherently threatening; however, from the perspective of whose hands which individual or state it is placed in, it can also be threat generating.
Conclusion: Accordingly, it may be concluded that artificial intelligence, as one of the principal pillars of international competition in the contemporary era, both provides unparalleled opportunities for enhancing the standing of states and, owing to its dependence on the intentions and will of its users, can become a serious threat; therefore, strategic and ethics oriented policymaking in this domain is an unavoidable necessity for the Islamic Republic of Iran.
