چکیده English

Objective: This research, conducted under the supervision of Professor Hasan Zarei Matin and his colleagues, was formulated with the key objective of designing and comprehensively validating a framework for the psychological empowerment of public administrators grounded in Islamic spirituality. The necessity of this research stems from the fact that public administrators, as the principal executors of public policies, require an indigenous and value-oriented framework for confronting organizational complexities and strengthening human capital.
Method: This study was conducted as a mixed-methods study (qualitative and quantitative) in Babil Province, Iraq. In the qualitative phase, the fundamental dimensions, components, and indicators of public administrators empowerment were identified on the basis of Islamic teachings and spirituality using thematic analysis methods; and in the quantitative phase, this conceptual model was validated through a questionnaire and factor analysis among the statistical population.
Results: The findings of this research indicate that the principled integration of Islamic spirituality with modern public administration structures exerts a significant effect on enhancing organizational commitment, intrinsic motivation, professional efficacy, self-confidence, and effective decision-making among administrators. These findings suggest that Islamic spirituality can serve as a motivational and ethical resource, playing a pivotal role in improving administrators performance.
Conclusion: This indigenous model not only responds to the structural needs of the public sector but also provides an efficient, value-oriented, and operational framework for the sustainable development of human capital, the improvement of managerial performance, and the enhancement of organizational effectiveness in the public institutions of Babil Province, Iraq, and similar contexts.
