Conflict of interest has been one of the recent challenges of educational governance in the Islamic Republic of Iran, which has been able to distort policymaking in the education system in favor of specific groups and prevent the realization of educational justice. Conflict of interest can be defined as a situation in which the interests and goals of a person or organization in a policymaking position and situation are in conflict with their other overt and covert interests. Therefore, the present study seeks, on the one hand, to explain and analyze the cultural contexts that create conflict affecting policymaking in education, and on the other hand, to provide solutions to improve and improve the quality of the policymaking process in education. In this regard, the research question is how to explain and analyze the cultural factors and conditions that affect the formation of conflict of interest in the education policymaking process, which are in a reciprocal and two-way relationship? The independent variable of the research is conflict of interest and the dependent variable is policymaking in education. The research data were collected through documents and semi-structured interviews with experts in the field of education. The final findings from the code analysis show that factors and conditions such as: 1- Weak cultural geography, 2- Weak dialogue and lack of balanced and constructive discourse, 3- Abandoned historical identity are among the main categories that have had a reciprocal effect on conflict of interest in the education policy-making process.
