چکیده
هدف: منطقة راهبردی و استراتژیک خاورمیانه یکی از کانون‌های بحران‌زا و ناامن جهان شناخته می‌شود. تنوع قومی و قبیله‌ای، پتانسیل ظهور گروه‌های تروریستی در آن، نگاه ویژه قدرت‌های بین‌المللی، روابط مبتنی بر رقابت-تخاصم و در نهایت منابع سرشار انرژی از جمله عوامل مؤثر در اهمیت، جایگاه و بحران‌زا بودن این منطقه است. این عوامل، طی دهه‌های بسیاری باعث غلبة انگاره‌های سنتی امنیت در منطقه و تقابل بازیگران آن نسبت به یکدیگر شده است. اما در سال‌های گذشته متأثر از ظهور مؤلفه‌هایی نو، این ساختار سنتی با تغییر محسوسی مواجه شده است. با هدف احصاء این الگوهای جدید، سؤال این پژوهش آن است که: کدام الگوهای نوظهور تسهیل بازاندیشی در ساختار امنیتی منطقة خاورمیانه را ممکن ساخته است؟ ضرورت این پژوهش از آن جهت است که شناخت این الگوهای نوظهور می‌تواند به طراحی راهبردهای امنیتی کارآمدتر و واقع‌گرایانه‌تر برای بازیگران منطقه‌ای و فرامنطقه‌ای کمک کند.
روش پژوهش: روش این پژوهش توصیفی-تحلیلی بر پایة داده‌های کتابخانه‌ای و اسنادی است. این روش امکان بررسی نظام‌مند تحولات ساختاری منطقه و تحلیل کیفی مؤلفه‌های نوظهور امنیتی را فراهم می‌سازد.
یافته‌ها: یافته‌های پژوهش حاکی از آن است که در پیوست با تحولات سطح کلانِ نظام بین‌الملل، تغییر پارادایمی به سمت شرق، سیاسی شدن عرصه‌های تقابل، مفهوم‌سازی جدید از همکاری و تغییر مبانی امنیت‌ساز مؤلفه‌های جدید بروزیافته در خاورمیانه هستند که بازنگری ساختار امنیتی این منطقه را اجتناب‌ناپذیر کرده است. این یافته‌ها نشان می‌دهد که ساختار سنتی امنیت منطقه‌ای دیگر توانایی تبیین کامل پویایی‌های جدید را ندارد.
نتیجه‌گیری: بر این اساس، می‌توان نتیجه گرفت که ساختار امنیتی سنتی خاورمیانه در پرتو ظهور الگوهای نوظهور، دستخوش تحولی بنیادین شده و بازاندیشی در این ساختار، ضرورتی اجتناب‌ناپذیر برای بازیگران منطقه‌ای و فرامنطقه‌ای تلقی می‌گردد. این بازاندیشی می‌تواند زمینه‌ساز شکل‌گیری نظم امنیتی جدیدی مبتنی بر همکاری و منافع مشترک در منطقه باشد.

چکیده English

Objective: The strategic region of the Middle East is recognized as one of the crisis-prone and insecure epicenters of the world. Ethnic and tribal diversity, the potential for the emergence of terrorist groups therein, the special attention of international powers, relations based on competition-hostility, and ultimately the abundant energy resources are among the factors contributing to the significance, status, and crisis-proneness of this region. These factors, over many decades, have led to the predominance of traditional security paradigms in the region and the confrontation of its actors with one another. However, in recent years, influenced by the emergence of novel components, this traditional structure has undergone a noticeable transformation. With the aim of identifying these new patterns, the question of this research is: Which emerging patterns have facilitated the rethinking of the security structure of the Middle East region? The necessity of this research stems from the fact that understanding these emerging patterns can contribute to the design of more efficient and realistic security strategies for regional and trans-regional actors.
Method: The method of this research is descriptive-analytical, based on library and documentary data. This method facilitates the systematic examination of structural transformations in the region and the qualitative analysis of emerging security components.
Results: The findings of the research indicate that, in conjunction with developments at the macro level of the international system, a paradigm shift toward the East, the politicization of confrontational arenas, a new conceptualization of cooperation, and a transformation in the security-generating foundations are among the new components emerging in the Middle East that have rendered the revision of the regions security structure inevitable. These findings demonstrate that the traditional structure of regional security is no longer capable of fully explaining the new dynamics.
Conclusions: Accordingly, it may be concluded that the traditional security structure of the Middle East, in light of the emergence of novel patterns, has undergone a fundamental transformation, and rethinking this structure is considered an inevitable necessity for regional and trans-regional actors. This rethinking can pave the way for the formation of a new security order based on cooperation and shared interests in the region.
