Objective: To explain the relationship between the level of legislative elite competence among members of the Islamic Consultative Assembly and the effectiveness of policymaking in the Islamic Republic of Iran, and to examine the role of various dimensions of elite competence in enhancing the quality of legislation.
Method: This study employs a mixed-methods approach (qualitative–quantitative). In the qualitative phase, through an analysis of the perspectives of intellectual elites and policymakers, four dimensions of legislative elite competence specialized knowledge, managerial experience, ethical commitment, and communication skills were identified. In the quantitative phase, these dimensions were assessed and compared against key indicators of policymaking effectiveness, including coherence, feasibility, effectiveness, and alignment with the system’s overarching goals.
Results: The results indicate a direct and significant relationship between the level of elite competence among representatives and the effectiveness of policymaking. Moreover, the knowledge-based and skill-based dimensions of elite competence exert the greatest influence on improving legislative quality and policymaking processes.
Conclusions: Enhancing legislative elite competence through reforms in selection mechanisms, provision of specialized training, and institutionalization of merit-based criteria can contribute to increased policymaking effectiveness and improved performance of the legislative system in the Islamic Republic of Iran.
