Identifying and ranking effective drivers of social justice (Case study: Chaharmahal and Bakhtiari Province)

Abstract
Objective: The purpose of this study is to identify and rank the key drivers influencing social justice in Chaharmahal and Bakhtiari Province, with an emphasis on strengthening the social foundations of the political system through the realization of justice among various societal groups.
Method: This study is applied in purpose and descriptive analytical in nature, employing a mixed‑methods approach (qualitative–quantitative). In the qualitative phase, a four‑stage Delphi method was used with the participation of 25 experts, resulting in the identification and classification of 67 factors into eight main dimensions. In the quantitative phase, the Fuzzy Best Worst Method (FBWM) was employed to weight and prioritize the indicators.
Results: The results indicated that, according to expert consensus, the three dimensions of economic and distributive justice, welfare justice, and political and governance justice hold the highest priority and constitute the core of regional justice policymaking in the province. In the second tier, the dimensions of educational and knowledge justice and communicative and technological justice were identified, both of which play an important role in social empowerment. Finally, the dimensions of structural and institutional justice, cultural and identity justice, and environmental and spatial justice were ranked lower and serve primarily as corrective and complementary layers of policy formulation.
Conclusions: Based on the findings, achieving social justice in Chaharmahal and Bakhtiari Province requires prioritizing economic, welfare, and governance dimensions as the primary drivers. Additionally, attention to educational, communicative, structural, cultural, and environmental dimensions can strengthen, complement, and sustain justice‑oriented policies at the regional level.
