New researches in Islamic humanities studies

Abstract
Purpose :This article examines the evolution and key characteristics of administrative law in its classical and modern forms. It analyzes the role of administrative law in structuring government operations, regulating state-citizen relations, and the influence of social, economic, and technological advancements on this legal discipline.
Research Method : Using an analytical-descriptive approach, this study compares classical and modern administrative law by reviewing library resources, legal texts, and historical developments. The analysis focuses on the defining features of both systems and their implications for governance and public administration.
Findings:
- Classical administrative law emphasizes state sovereignty, separation of powers, judicial review, and the growth of administrative institutions, remaining a cornerstone of governance.
- Modern administrative law has emerged in response to socioeconomic and political transformations, enhancing governmental efficiency through new institutions and technological integration.
- While both systems aim to regulate state-citizen relations and safeguard individual and collective rights, modern administrative law demonstrates greater adaptability to societal needs.
Conclusion : Administrative law persists as a fundamental pillar of governance in both classical and modern forms. Whereas classical administrative law adheres to traditional frameworks and judicial oversight, its modern counterpart embraces innovation to improve efficiency and responsiveness. These developments underscore the necessity for administrative law to evolve dynamically, aligning with societal and technological changes to effectively fulfill its regulatory and governance objectives.
