Abstract
Objective: Emerging crises in educational environments have increased the need to identify mechanisms for enhancing resilience. This study was conducted to design and present a resilience model for the staff of the Semnan Province Department of Education, with an emphasis on resilience enhancement under crisis conditions, including economic, security, and health-related crises.
Method: This study was applied in purpose and qualitative in nature, using an exploratory approach and grounded theory strategy. The statistical population consisted of experts in human resource management within the Semnan Province Department of Education. Using purposive snowball sampling, 12 participants were selected until theoretical saturation was achieved. Data were collected through in-depth semi-structured interviews and analyzed based on the systematic approach of Strauss and Corbin (1998) in three stages: open, axial, and selective coding.
Results: Data analysis led to the identification of 58 subcategories and 29 main categories within a paradigmatic model. The findings indicated that the central phenomenon, “staff resilience in crisis,” is influenced by causal factors at both the individual level (self-care, empowerment, work life balance) and the organizational level (training, motivation, effective leadership, and cohesion). The model is shaped within the context of background factors (such as flexible structure and risk management) and under the influence of intervening factors (such as psychological support and reward systems).
Conclusion: The extracted model shows that staff resilience is not a one-dimensional construct; rather, it emerges from the linkage between individual skills and organizational infrastructures. Education managers can enhance employees’ capacity to cope with economic and health crises by strengthening effective leadership and creating flexible structures.
