Analyzing the strengths and weaknesses of Iranian news agencies in using artificial intelligence for scenario writing and presenting a digital transformation model: A qualitative study

Abstract
Objective: The objective of this study was to identify the strengths and weaknesses of Iranian news agencies in employing artificial intelligence for scenario planning and to design an indigenous digital transformation model.
Method: This qualitative study employed an exploratory approach. Participants consisted of academic and professional experts in the three fields of artificial intelligence, media, and communication law, from whom a sample of 13 individuals was selected using purposive sampling and the snowball technique. Data were collected through semi-structured interviews and analyzed using thematic content analysis through a three-stage coding process (open, axial, and selective) with MAXQDA software.
Results: The findings were organized into eight main themes and 27 sub-themes. Based on the results, the "Comprehensive Digital Transformation Model for Iranian News Agencies with an Artificial Intelligence Approach" was designed, emphasizing the "institutionalization of adaptive learning in the editorial ecosystem" across five primary dimensions: "professional competencies and human capital," "technological and processing infrastructures," "legal and governance requirements," "economic considerations and investment," and "cognitive and cultural dimensions.".
Conclusions: The results indicated that despite a relative awareness of AI capabilities, Iranian news agencies face challenges including inadequate technical infrastructure, cultural resistance to change, a lack of specialized personnel, and the absence of a clear legal framework. The core of the proposed model is the "institutionalization of adaptive learning in the editorial ecosystem," which ensures the dynamic interaction of the five primary dimensions.
