Abstract
The present study aims to achieve a conceptual framework of Islamic governance based on Nahjul-Balagha, in order to achieve an analytical tool to identify conceptual differences in a way that helps to understand and memorize the concept of Islamic governance. This study was formed in terms of philosophy and philosophical paradigm in the field of interpretive research and based on the interpretation of qualitative data, and the methodology of content analysis and Atlas software (23) were used to analyze qualitative data. To achieve the units of analysis, after searching for the keywords "governance", "government", "governor", "governor", "wilayah", "guardianship", "people", etc. and their difficulties, published from the statements of the Commander of the Faithful (peace be upon him), (235) units of meaning were identified. Based on the research findings, (436) basic themes, (30) organizing themes including guardianship, excellence, synergy, unity and cohesion, cooperation and collaboration, trust and forgiveness, competence-based, responsibility, defense of the foundations, justice-seeking, piety in thought and action, justice, concealing people's flaws, trustworthiness, compassion and tolerance, resilience, duty-based, direct communication with the people, meritocracy, God-centeredness, realism, fair treatment, divine identity, selection of managers based on examination, obedience to divine commands, attention to the general public, being popular, belonging to all classes of society, and (4) comprehensive themes including principles of governance, governing values, indicators for evaluating rulers, and the nature of the Alawi organization were extracted. Finally, the network of themes was drawn and the basic, organizing, and comprehensive themes of the conceptual framework of Islamic governance were presented based on Nahjul-Balagha.
