This study seeks to answer the key question of how depoliticization in humanitarian interventions can support universal human rights in the post-Cold War era. Based on its hypothesis, the article also investigates how depoliticizing interventions, with an emphasis on human development indicators, leads to a universal redefinition of human rights. Method: This study was conducted using a descriptive-analytical method. In this regard, the issue of depoliticization was explained and analyzed through a social justice approach in order to clarify the relationship among humanitarian interventions, human rights concepts, and human development indicators. Results: The findings show that humanitarian intervention does not have a single legal or standard definition, and that the analytical field involved whether law, ethics, or politics affects its definition. It was also found that humanitarian interventions are of fundamental importance, especially in response to events such as genocide and mass killings. The findings indicate that current approaches to humanitarian intervention are influenced by differing views regarding the need for Security Council authorization or the limits of punitive actions. Conclusion: The final conclusion of this study shows that attention to human development indicators provides the main basis for the depoliticization of humanitarian actions. In other words, by focusing on these indicators, it is possible to move away from purely political approaches to intervention and toward a more effective and universal protection of human rights in the post-Cold War era. هدف: هدف اصلی این مقاله بررسی چگونگی غیرسیاسی شدن اقدامات بشردوستانه در شرایط پساجنگ سرد است. این پژوهش به دنبال پاسخ به این پرسش کلیدی است که چگونه عملِ غیرسیاسی‌سازی در مداخلات بشردوستانه می‌تواند از حقوق بشر جهان‌شمول در دوران پساجنگ سرد حمایت کند. همچنین، این مقاله بر اساس فرضیه خود، بررسی می‌کند که چگونه غیرسیاسی‌سازی مداخلات با تأکید بر شاخص‌های توسعه انسانی، منجر به بازتعریف جهان‌شمول از حقوق بشر می‌شود. روش پژوهش: این پژوهش با استفاده از روش توصیفی- تحلیلی انجام شده است. در این راستا، موضوع غیرسیاسی شدن با بهره‌گیری از رویکرد عدالت اجتماعی تبیین و تحلیل شده تا ارتباط میان مداخلات بشردوستانه، مفاهیم حقوق بشر و شاخص‌های توسعه انسانی روشن گردد. یافته‌ها: یافته‌های پژوهش نشان می‌دهد که مداخله بشردوستانه فاقد یک تعریف حقوقی واحد یا استاندارد است و حوزه تحلیلی (حقوق، اخلاق یا سیاست) بر تعریف آن تأثیرگذار است. همچنین مشخص شد که مداخلات بشردوستانه، به‌ویژه در مواجهه با وقایعی نظیر نسل‌کشی و کشتار دسته جمعی، اهمیتی بنیادین دارند. یافته‌ها حاکی از آن است که رویکرد فعلی به مداخلات بشردوستانه متأثر از تفاوت در دیدگاه‌ها پیرامون ضرورت اجازه شورای امنیت یا محدودیت‌های اقدامات تنبیهی است. نتیجه‌گیری: نتیجه نهایی این پژوهش نشان می‌دهد که توجه به شاخص‌های توسعه انسانی بستر اصلی برای سیاست‌زدایی یا همان غیرسیاسی شدن اقدامات بشردوستانه را فراهم می‌آورد. به عبارت دیگر، با تمرکز بر این شاخص‌ها، می‌توان از رویکردهای سیاسیِ صرف در مداخلات فاصله گرفت و به سمت حمایتی مؤثرتر و جهان‌شمول‌تر از حقوق بشر در دوران پساجنگ سرد حرکت کرد.
