Method: This study employed a survey-based approach and was conducted using the Delphi method and interviews with experts. The statistical population consisted of 20 experts and specialists from various fields in the city of Ilam who were selected through purposive sampling. Data analysis was carried out using the SPSS statistical software, and the experts perspectives were categorized into four dimensions: economic, social, cultural, and political. Results: The results indicated that the barriers to economic development in Ilam can be identified in four main categories: Economic: Dependence on oil revenues and a lack of industrial infrastructure. Social: High rates of human capital migration and weak social capital. Cultural: Traditional attitudes toward entrepreneurship and the presence of cultural and ethnic discrimination. Political: Complex and inefficient bureaucracy and a lack of transparency in economic policies. Conclusion: The barriers to economic development in Ilam Province require sustained attention and the adoption of a comprehensive and coordinated approach. Only through the systematic identification of these barriers and the formulation and implementation of practical strategies based on them can improvements in economic indicators and the quality of life in the province be achieved. هدف: هدف اصلی این پژوهش، تبیین جامعه‌شناختی موانع توسعه اقتصادی در شهر ایلام بوده است تا از این طریق، شناخت دقیق‌تری از چالش‌های پیش‌روی توسعه این منطقه حاصل شود. روش پژوهش: این مطالعه از نوع پیمایشی بوده و با بهره‌گیری از روش دلفی و تکنیک مصاحبه با متخصصان انجام شده است. جامعه آماری شامل ۲۰ نفر از خبرگان و متخصصان حوزه‌های مختلف شهر ایلام بوده که با استفاده از روش نمونه‌گیری هدفمند انتخاب شده‌اند. برای تجزیه و تحلیل داده‌های به‌دست‌آمده، از نرم‌افزار آماری SPSS استفاده شده و دیدگاه‌های متخصصان در چهار محور اقتصادی، اجتماعی، فرهنگی و سیاسی دسته‌بندی گردید. یافته‌ها: نتایج نشان داد که موانع توسعه اقتصادی ایلام در چهار بخش اصلی قابل شناسایی هستند: اقتصادی: وابستگی به درآمدهای نفتی و کمبود زیرساخت‌های صنعتی. اجتماعی: نرخ بالای مهاجرت نیروی انسانی و ضعف سرمایه اجتماعی. فرهنگی: نگرش سنتی به کارآفرینی و تبعیض‌های فرهنگی و قومی. سیاسی: بوروکراسی پیچیده و ناکارآمد و کمبود شفافیت در سیاست‌های اقتصادی. نتیجه‌گیری: موانع توسعه اقتصادی استان ایلام نیازمند توجه مستمر و اتخاذ رویکردی جامع و هماهنگ است. تنها با شناسایی دقیق و نظام‌مند این موانع و تدوین و اجرای راهکارهای عملیاتی بر اساس آن‌ها، می‌توان به بهبود شاخص‌های اقتصادی و ارتقای کیفیت زندگی در این استان دست یافت.
